Overview
- North Dakota has no unbundled service programs for electric customers.
- In March 1997 the state legislature passed HB 1237, establishing a committee to study
restructuring issues. The study committee submitted a report in November 1998, which
stated that restructuring efforts shouldn't proceed until potential tax issues were
considered. Its work should be completed by 2003. No significant government effort is
currently underway to deregulate electric utilities in this state. No legislative
proposals have pushed forward by the Governor or the Public Service Commission to date.
Natural Gas
Overview
- The state has no unbundled service programs for residential natural gas customers.
- There are no legislative, regulatory, or voluntary processes underway to implement
retail gas choice for small commercial or residential customers in North Dakota. No retail
choice procedures have been adopted and none will be until a utility, the North Dakota
Public Service Commission, or the legislature adopts retail customer choice.
