Overview
- A bill being considered by the 2002 Missouri legislature would take a "hybrid"
step toward restructuring the electric industry by allowing the state's four
investor-owned utilities to put their power-producing plants -- fossil-fuel, nuclear and
hydroelectric -- in a holding company that would be regulated by the Federal Energy
Regulatory Commission rather than the Missouri Public Service Commission.
- Unlike a similar bill introduced in 2001, SB 1013 would not allow large businesses to
shop for power on the wholesale market.
Natural Gas
Overview
- No retail unbundling program for residential customers is being considered at this time
by either the Missouri Public Service Commission or the state legislature. It has been
discussed in the legislature, but nothing is currently in progress. Industrial and
commercial customers have been able to receive unbundled service since 1986.
