Overview
- 2001
: There are no plans to introduce restructuring legislation in Florida in the
near future. The Florida Energy 2020 Commission's final report, released in December 2001,
recommends wholesale competition in the state. The Commission stressed that changes to the
electricity market should not be made unless electric rates remain at their current level
or are lowered.
- 2002
: The Florida legislature adjourned without passing a bill to allow wholesale
electric competition. Florida remains the only state without either wholesale or retail
electric competition.
- September 2002
: The Florida Office of Public Counsel is asking the Florida Supreme
Court to step in and stop Florida utilities from turning over their main power lines to
GridFlorida, an independent transmission company. The counsel's office said it was worried
customers' electricity reliability will suffer under GridFlorida and that the company, not
the PSC, will have authority to decide when and if to expand the state's power grid.
Natural Gas
Overview
- The state has no unbundled service programs for residential customers. In February 2000,
the Florida Public Service Commission adopted rules that extend customer choice to all
nonresidential users of natural gas in the state regardless of volume.
