Overview
- In October 2000, the PSC closed its formal inquiry into restructuring in the state of
Alabama. The PSC will continue to monitor restructuring activity in other states and at
the federal level through less-formal channels. The decision came after the Public Service
Commission reviewed the Staff Electric Industry Restructuring Task Force's Report on the
Public Interest and Role of Commission. The report stated that it was not clear that all
consumers in Alabama would continue to receive adequate, safe, reliable, and efficient
energy services at fair and reasonable prices under a restructured retail market at this
time. The report also stated that the "Commission can not mandate or otherwise allow
retail competition or electric industry restructuring without state enabling
legislation."
Choice Status
- There are no plans to introduce utility deregulation in Alabama.
Natural Gas
Overview
- There is no action pending in the Alabama State Legislature or the Public Service
Commission (PSC) involving residential natural gas unbundling. The PSC staff is monitoring
the natural gas unbundling activities and results of neighboring states. Industrial and
commercial customers can contract directly for their gas or use the utility as an agent.
These contracts are approved by the PSC as special contracts.
Choice Status
- Alabama has no unbundled service programs for residential natural gas customers.
