restructuring has stopped in the states and it should stop at the Federal Energy

Energy Efficiency Programs: An Update, December 2002. This report is an update to
ACEEE's 2000 scorecard, which presented selected data on energy efficiency through 1998.
This 2002 update includes data through 2000, which is the most recent official data
available. It tracks state-by-state selected data and derived indicators of energy
efficiency program activity from 1993 through 2000, including: energy efficiency
expenditures as a percentage of utility revenues; energy efficiency expenditures per
capita; and electricity savings as a percentage of electricity sales.
